Dr. Lisa Norman
Human Resources and Legal Expert
Dr. Lisa Norman is a progressive industry leader in the area of human resources who has served more than 25 years combined in both the public and private sector. As CEO of Universal Personnel Services, she provides a wide range of services, resources and supports to both public and private industry. The work provided by her company includes structuring, building and reorganizing companies to have the greatest return on investment and to ensure ongoing success leading to future sustainability.
Dr. Norman not only provides legal expertise as afforded with her Juris Doctorate but also assists organizations with leadership guidance and resources given her doctorate in educational leadership. This background has served to provide supports to the various organizations she has served at an executive level including:
- Assistant Superintendent, Human Resources, San Bernardino County Office of Education
- Assistant Superintendent, Human Resources, Beaumont Unified School District
- Vice Chancellor, Human Resources, San Bernardino Community College District
- Vice President, Human Resources, Pasadena Community College District
- Vice President, Human Resources, Palomar Community College District
Currently, Dr. Norman has engaged in contractual relationships with some of the largest entities within the state of California including CalPERS and the County of San Diego, providing them with the excellence of service in meeting their human resource and organizational needs.
With depth of knowledge, which includes three master’s degrees, including an MBA in Strategic Leadership, Dr. Norman has been well-poised to assist many small and large industries in assisting them with strategic planning, executive coaching, and professional development to name a few areas to assist in strengthening the internal expertise and operations of the organizations her company has served.
In addition, she has served on executive boards including a Joint Powers Authority, CSEBA, which provided health and welfare benefits to thousands of employees and their families across the state, and; served on ACSA human resource council, which assisted in providing guidance and support to over 1300 school districts across the state. She was also awarded state certification to provide training to new leaders in the state wherein she provided instruction to thousands of current leaders who are still serving today.
