Hisam Baqsi is a well known expert in water quality, geotechnical and civil engineering in California and globally.

After retiring from the California Regional Water Quality Control Board about 17- years ago he has been a consulting engineer for municipalities  and private entities.

He pursued design, build and operates projects in Costa Rica, Panama and Vietnam. He has a great knack of bridging diversified teams to get things done.

He especially likes to work with developing countries to help them become self-sufficient.

Hisam has a bachelor of science in civil engineering , master of engineering in environmental engineering and an MBA .

He is licensed in California as a civil and geotechnical engineer.

He also has grade 4 in wastewater operations.

He has been an adjunct professor at various community colleges for about 35- years.

He has published  4- technical papers in professional journals.

In his leisure time Hisam loves to travel internationally to assist developing countries .
